Normal sudoku rules apply.
Numbers outside of the grid sum all the cells that is part of cages on the indicated diagonal and counted digits(inside cages) can not repeat.
Digits can not repeat within a cage.
Cages can not touch another cage orthogonally.
Constuct cages so all cells within a cage are orthogonally connected and include one cage cell and one circle.
Caged cells is always the top-left cell of an cage and gives the sum of the digits in that cage.
Circles are always the rightmost cell in lowest row of an cage.
Digits on a arrow sum to the digit in the arrows circle.
Digits in a grey square must be even.

Are all cage totals and circles given?
I assumed they were to solve, but there didn't seem to be anything explicit rulling out the alternative - all circles are the bottom of a cage doesn't necessarily imply (to me anyway) that all cages have a circle at the bottom

the puzzle is very satisfying. i didn't study the example so it took a long while to understand the rules :) i would group rules defining cage construction first and only later go over the known rules, interweaving makes it easier to miss something

you really should state that a "cage" here is NOT what is considered to be a cage in every other sudoku. any experienced solver will figure this out, but rules should allow no ambiguity.
more importantly, "lower right corner" IS ambiguous, and should be stated as "rightmost cell in lowest row", which could therefore be to the LEFT of the "left top corner".
