Full Rank Arrows: When all rows and columns are read in both directions, a total of 36 distinct nine-digit numbers are formed. These 36 numbers are ranked from smallest to largest — the smallest has rank 1, the next rank 2, and so on up to rank 36.
A one- or two-digit number on an arrow within a row or column indicates the rank of that row or column when both the rank and the entire row or column are read in the direction indicated by the arrow. For example, if R6C4 = 4 and R6C5 = 2, then row 6, when read from right to left, has rank 24.

I really like this rule set. Every step of the way there seem to be a simple deduction which can make progress. But as the puzzle progresses it gets harder to spot the right place to look.

Fantastic! Though the first steps on the path were quite easy to find the rest was tricky. Thank you very much for creating and sharing another wonderful puzzle with fresh rules and deductions.
