Normal sudoku rules apply.
Prophecy:
There are 9 prophecy cells containing a set of the digits 1-9 and occurring once in each row, column, and box. A prophecy cell's digit is the position of the next box's prophecy cell (e.g., if Box 1's prophecy cell contains a 5, then Box 2's prophecy cell is in position 5). Box 9 wraps around to prophesying Box 1.
Prophetic Portents:
A cell containing an arrow and a digit N points to a prophecy cell exactly N digits in that direction.
The Emperor:
The digit 1 represents the emperor, precise and prideful. It never appears in the same box position twice. It is never orthogonally adjacent to a 7, 8, or 9.

Easier than it looks to break into, harder than it looks to finish. Like two puzzles in one. Great setting, great idea, loved it.
