City Within City

This puzzle is a variant of a Jigsaw Sudoku, and combined with the new rules that I use for my previous puzzle Nestification Jigsaw.
rule:

1. Jigsaw: Place the digits 1 through 9 in each empty cell. Digits must not repeat within the same row, column, or box, the boxes should find out by solver;

2. Kropki Rules: A black dot between cells indicates cell values with a 2:1 ratio, A white dot between cells indicates cells with consecutive values. And the two cells adjacent to the dot do not belong to the same box, Not all dots are given;

3. Nestification: Somewhere in the grid there is a 4×4 region should fill with 4 numbers from 1~9, and it should be exactly divided into 4 parts with 4 cells like a small jigsaw sudoku, the location should find out by the solver;

4. Skyscrapers: Each digit in the small jigsaw represents the height of a building in its cell. Taller buildings obstruct the view of shorter ones behind them. Digits beside the small jigsaw give the number of buildings visible from that vantage point in the digit's row or column.

I don't understand rule number 3, nor what the coloring in the example is supposed to show.

Reply to @henrypijames: In example is the blue 3×3, and the red is the rule number 4, Skyscrapers’ clue.

The Skyscraper-in-Sudoku part was novel and enjoyable, the remaining chaos construction was however far trickier than expected. Still a very nice puzzle. Thanks for sharing.

@bansalsaab: yeah, I think enter first row of the 9x9 grid first, then first row of the smaller 4x4 grid

I dont understand the solution code. Row 1 of 9x9 sudoku or the row 1 of 4x4 jigsaw? What is big to small?
