Rules:

Normal sudoku rules apply.

Digits in a cage sum to the value in the leftmost cell of the highest row occupied by the cage. Digits cannot repeat in a cage. Cages do not overlap.

Adjacent digits along a green German Whispers line must have values at least 5 apart

A black dot between cells indicates cell values with a 2:1 ratio. A white dot between cells indicates cells with consecutive values. Not all dots are given.

The grid is partially covered with fog. Correctly placed digits will clear the fog around that cell. No guessing is required.

Fun puzzle!

I was only able to solve it by assuming that cages don't overlap. I see there has just been an update, but if that assumption is still needed, I would suggest to put that into the rules.

TL:DR - Revised puzzle to clarify the deduction in box 2

Harold is correct. A 5-cell 24 cage is just barely restricting enough at this point to not be possible.

But I realise now that this deduction is not in line with the rest of the puzzle's difficulty, and so I have added an extra constraint to make the puzzle consistent. (Puzzle has same solution for those who have already solved)
