Normal sudoku rules apply.
Region Sum Lines: Box borders divide blue lines into segments with the same value, which is the sum of the digits on that segment. Different lines may have different segment values.
Blue lines also function as arrows. The sum of all the digits on a blue line equals the two digit number in the attached oval.
Note: Blue lines are attached to each oval, but the digits in the oval are not part of a region sum segment.
Solution code: Row 7

Nice and easy break-in, but it got harder through the mid-solve. Thank you very much for creating and sharing this lovely puzzle with an unusual and interesting ruleset.

I need lessons in multiplication. Kept getting the long line sum incorrect. When I finally multiplied correctly it finished quite quickly. Nice constraints.

Very interesting rule combination that allows for a lot of logical deductions, none of which are too difficult to arrive at. I'd also rate the difficulty 2* rather than 3*.
