There is a lot of modularity involved in this puzzle. Beware of that.
Rules:
1. Normal sudoku rules apply.
2. Digits along an arrow must sum to the digit on that arrow's circle.
3. Teal lines are modular lines. Any set of three sequential cells along a teal line contains one digit from (1,4,7), (2,5,8), and (3,6,9).

Perhaps harder than 2*, but I don’t agree with @VitP about there being too little information. I found the path to be intuitive and rewarding, had a lot of fun! Thank you for sharing!

definitely not level 2.
a good question to ask is "what is there to bite on" and the answer is, basically nothing.
this puzzle requires either
a) advanced techniques only setters will know
b) massive bifurcation
c) trying to do modular arithmetic on the open grid
REPLY: This puzzle heavily rely on modularity (I mean it's obvious from the lines) and no bifurcation. The given digit plays a role during the solve. :)
