Standard sudoku rules apply: each row, column, and 3x3 box must contain all the digits from 1 to 9.
Clues outside the grid are dual: They are sandwich clues, giving the total of the digits between the 1 and the 9 in the row or column. They are also X-sums clues, giving the total of the first X digits in the row or column. X is the digit in the first cell seen from the clue.
A white dot separates digits with a difference of one. Not all dots are given.
Solution code: Enter column 5 from top to bottom.

@VitP, I appreciate your support. I think it has the rating that it has because it can be solved in the standard ways you mention.

something wrong with both the quality rating - too low.
it's a fine puzzle with zero defects, including a simple ruleset, sparse clues, and a direct flow.
... and the difficulty rating - too high.
solves by standard application of the normal procedures, and basic sudoku.
when we mark homework and exams at university, it's not automatic, but is important, to use OBJECTIVE algorithms. the ratings on this site quite often miss this target by a substantial amount.
