Digits in a cage do not repeat and sum to the number given.
Box borders divide blue region sum lines into segments with equal values. A segment's value is the sum of its digits. Different lines may have different segment values.

Very hard puzzle. I wonder if there was some smart meta thing I should have discovered, but I did not and struggled all the way through. Thank you for the puzzle!
--you're welcome! I think I remember there was some extended phistomefel set theory that was helpful with this solve.
