Full Full Rank Rank

This puzzle is a spin-off of my Japanese Japanese Sums Sums (the first of which can be found
here) - a rather different ruleset, but keeping the same theme of having two layers of outside clues, with the second layer cluing the first.
Rules:
- Normal sudoku rules apply: Place the digits 1-9 once each in every row, column, and 3x3 region.
- Inner full rank clues: The rows and columns of the 9x9 grid can be read in each direction to form 36 9-digit numbers. Order these numbers from lowest (rank 1) to highest (rank 36). Place these rankings in the inner ring of outside clues.
- Outer full rank clues:Now read the rows and columns of the 11x11 grid which includes the 9x9 and the inner ring of clues. These form 11 to 13-digit numbers. For 2-digit numbers read the tens digit first when reading left to right or top to bottom, and the units digit first when reading right to left or bottom to top. Order these numbers from lowest (rank 1) to highest (rank 36). The ranks of some rows/columns are given in the second ring of outside clues.
- There are no tied ranks in this puzzle.
For clarification, an example of a completed grid (using a 4x4 sudoku instead) is provided:

absolutely brutal puzzle, can't help but wonder how it's even possible to set something like this - with such a convoluted ruleset to come up with a minimal amount of clues that still allow for some insane multi-layered logic... astonishing!
