Chaos construction: Fill the grid with 9 regions and fill them with numbers 1-9. A region is a complete set of orthogonally connected digits. There will be some leftover cells that do not belong to any region, they count as empty for every solving purpose and cannot contain any arrow clue.
Digits cannot repeat in any row, column, or a region.

All high digits (7, 8, 9) form a single orthogonally connected area. Middle digits (4, 5, 6) cannot be orthogonally adjacent to any other middle digit. Low digits (1, 2, 3) can only be orthogonally adjacent to a middle digit(4, 5, 6).

Cells with black arrows scan all directions around them and point to all high digits they can see excluding the cell itself. The digit in the cell is the total count of high digits seen. All such cells are given.

Cells with red arrows count the number of different regions in each arrow's direction excluding the cell itself(but not necessarily excluding cell's own region). Not all such cells are given.

One digit is a hidden knight and makes 8 consecutive (chess) knight jumps on itself.

Example of a working 7x7 grid for numbers(except the knight rule) 1-6. In here low numbers are 12, middle are 34, high are 56:
