Little region sum with CC

Inspired by 000L7N by Myxo, I set up this puzzle

Rules
Sudoku: Fill in the digits 1-9 in each row and column of the grid so that no digit is repeated within the same row or column.
Chaos construction: Divide the grid into 9 distinct regions, each consisting of 9 orthogonally connected cells. Each region must contain the digits 1-9 without repetition. The borders of these regions must align when the grid is rotated 90 degrees.
Little killer: Outside the grid, arrows are accompanied by numbers. These numbers represent the sum of the digits in the direction the arrows are pointing.
Region Sum: As you move along the path of an arrow, the sum of the digits within the same region must remain constant each time you cross a region border.
Ratio dots: Black dots connect two digits with a 1:2 ratio. These digits must not be in the same region.
