No Circles Under the Fog

Normal Sudoku rules apply.

Counting Circles: A digit in a circle indicates the number of circles which contain that digit.

Arrows: The digit in a circle also equals the sum of the digits on the attached arrow.

Digits may repeat on an arrow.

Layered Arrows: A second, red arrow may layer over a circle and/or arrow. A third, blue arrow may layer over two circles and/or arrows. The tips of the arrows will always align. See diagrams below.

The grid is covered by fog, but all circles are clear of fog. Placing correct digits may clear more fog somewhere on the grid.

Layered arrows Example 1: A valid set of digits where an arrow layers over a circle and it's attached arrow.

Example 2: A valid set of digits where an arrow layers over part of another arrow.

Example 3: A diagram showing how the three colors are visible when an arrow layer overs over two circles and their arrows. Edit: This horizontal string of 5 cells could not exist in the puzzle, but there is a blue circle in the puzzle.

Solution code: Row 9

Great puzzle, very original!

I wonder if a puzzle had two digits pills for circles, how many layers of arrows could there be? Probably a bad idea, lol

totals for red/blue circles include any any numbers that are circled and over their respective arrow
--if I understand your comment correctly, yes
Each instance of colored circles and arrows looks like example one, where two digits sum to the circle and all three digits sum to the colored circle.
