What am I missing?
Boxes 3 and 5 have 5 digits on the blue line so a minimum of 15. (1, 2, 3, 4, 5).
Column 1 & 9 and row 1 have 3 equal segments that must total to less than 45 so less than 15 each. That does not compute. Help please.

@PatMac - Row 1, Col 1 and Col 9 each have 3 segments covering 8 cells in the said col/row. However each has one segment that has an extra 2 cells on a corner in their box. The extra 2 cells will affect the total in the box with a corner and subsequently it also affects the totals of the other two 3 cell segments allowing the segment total to be potentially 15 or greater up to a two cell total max.

Very nice puzzle! Not always easy to please people here with a 1-star puzzle, but a well deserved rating, I think.
