A digit in the center of a white ring indicates how many cells on the ring have a consecutive value with a neighbor on the ring.
A digit in the center of a black ring indicates how many cells on the ring have a value that is half or double a neighbor on the ring.

Cool puzzle! I like the ruleset, very interesting and definitely has potential for a bigger puzzle, I think.
Mostly pretty easy, but needs some thinking about how the ruleset works, and one tricky step, so I guess I see why this is 2* instead of 1.

Very nice puzzle. I kept getting myself stuck as I wanted to make the digits on the circles have the relationship to the digit in the circle rather than their neighbours, but that was entirely my own failing.
