Please let it be known that this puzzle is unique without the inequality and it went against all my instincts for purity to add it in, but the solve just gets horribly unpleasant without it so I decided to be nice!
Sudoku: Within the main grid (inside the thick border), fill every cell with a digit from 1-5 such that digits do not repeat in a row or column.
Duality: A value in circle acts as a Full Rank clue AND EXACTLY ONE of the following clue types: Hit Points, Numbered Rooms, Sandwich, Skyscrapers, X-Sums. Each of these clue types appears in one circle. For explanations of these clue types, see the SudokuPad link.
Inequality: An inequality sign points at a smaller digit.

Brilliant puzzle. Tricky but fair, with a lot of interesting deductions throughout.
No idea how I'd solve this without the inequality though.
