Normal sudoku rules apply, and all clues are standard.
Skyscraper clues: numbers in the grid represent the heights of skyscrapers, and clues outside the grid indicate the number of skyscrapers visible in that row or column, looking in that direction.
Arrows: the sum of the digits along an arrow is equal to the digit in the connected circle.
Digits in cells separated by an X sum to 10.
Edit: I had initially set the difficulty at 3*. I'm not surprised it's been voted down (because that tends to happen around here), but it's still probably toward the high end of 2*.

Very nice. An enjoyable puzzle to truly work my brain! I must also say that you did a fantastic job filling in on the GAS YouTube channel, and your Glanville puzzle was a treat.

Wonderful puzzle, took me more restarts than I'd like to admit, but once I really figured out the beautiful logic it went nice and smoothly, thanks for setting&sharing!
