Not a Parker Miracle

Blashyrkh made a puzzle, called The Parker Miracle, referring to the (in)famous numberphile video about the Parker Square. So why is this not a Parker Miracle. It doesn't need the inequality sign to get a unique solution. The sign is only a catalyst. Without it though, there is no logical solving path (I could find.) So maybe it is a Parker Miracle, maybe it's just the treachery of words.

  • normal Sudoku: Put the digits 1-9 once in each row, column and region.
  • An inequality sign points to the lower digit.
  • In each box, the box number is in its relative box position.
  • Digits that equal the row number, equal the column number.
  • Orthogonally adjacent digits are not consecutive.

Either you know something the rest of us don't, or this is a much harder puzzle than you think it is. I would be interested in seeing the intended solution path.

This inequality sign can be removed, after all there is no logical solving path
