Dear Bureau of Statistics,

It looks as though the tables have turned this year! Since we didn't receive a city map from you, we took it upon ourselves to plan our own route through your lovely city.

Unfortunately, someone at our end was a bit less than vigilant and, forgetting that you live on a 10x10 grid, only made room for a 9x9. Thus, our cells simply correspond to the downtown street intersections. We will enter the city at some location, go along a path that visits each of our cells, and finally complete the journey at the big circle. On our way we'll drop gifts in some cells, always in the order 1, 2, 3, 4, 5, and then repeating. By the end, each row and column will have each number of gifts exactly once. And the symbols? Between corners that we didn't pass through, we drew black edges. The symbols indicate that the number of black edges is equal to the number of cells in which stacks of gifts have been deposited. Equal symbols stand for equal numbers, and different symbols stand for different numbers (all symbols have been given).
