Draw exactly one closed loop. Black circles represent a turn which has no adjacent turns. White circles represent a cell with a straight line which is adjacent to a turn. Numbered cells represent how many adjacent cells (including diagonally adjacent) are occupied by the loop. The loop cannot travel through numbered cells.
Solution code: Number of horizontal segments in each row, top to bottom (this is equal to the number of turns in each row divided by 2.)

Your solution code instructions are confusing. Why would you call what's described in the ( ) as "number of horizontal segments"? Most people would interpret "number of horizontal segments" as each cell with a full horizontal segment (no turn) as "1" and a turn as "0.5". You're oddly only counting the "0.5" segments, but not the "1" segments.
