Blue of the Ukraine flag: Ukraine whispers line (known as German whispers in other circumstances: adjacent digits must differ by at least 5)
Yellow of the Ukraine flag: Ukraine pairs (digits on the line are consecutive)
Kropki dots: digits separated by a black dot are in a 1:2 ratio
Solution code: Row 9 from left to right.

It's the first time since the beginning of the events I had a chance to tackle a puzzle, and what a treat I get! Not only it's a smooth and very nice puzzle, it's also dedicated to my country and my home city! Thanks for the puzzle and your support. We stand united.
