Dungeon Crawl

In this puzzle, you will create a dungeon similar to 2D side scrollers like Splunky in the Sudoku grid.
Rules
Normal sudoku rules apply.
Color the grid to create a dungeon filled with treasure chests, ladders, and ground.
All of the given digits in circles are treasure chests. All cells in the grid containing the digit 1 are also treasure chests. The given digits cannot also be ladders or ground.
Starting at any treasure chest, the hero must be able to collect all of the other chests and return back to the original chest without visiting the same cell twice.
Ground can be placed in cells with values 4,5, or 6. The hero can stand directly above ground cells. The bottom of the grid is considered to be ground.
Ladders can be places in cells with values 2,3, or 4. Ladders must be placed directly above either another ladder or ground. The hero can stand on the cell with the ladder and also climb the ladder to stand on the cell above the ladder.
ExampleIn this example ladders are colored red and ground is colored green.

I must say that solving the puzzle withough being absolutely certain about the rules was a bit distracting to say the least, but the puzzle is fun and nicely constructed otherwise. certainly thanks for trying out this original ruleset!

Very fun puzzle, and in hindsight it seems silly that this has been the puzzle that held me from having completed your full collection. XD

Very creative and interesting rule-set!
A few rule clarifications for future solvers:
1) Other than the given digits, 7, 8 and 9 are empty cells i.e. neither treasure nor ladder nor ground.
2) The hero can only occupy a cell that is either (i) a ladder cell; or (ii) an empty/treasure cell directly above a ladder or ground cell.
3) The hero cannot move horizontally between two adjacent ladder cells (as initially pointed out by Vyse in a hidden comment).
