Wichtel 2020 (5): Equal Regions Skyscrapers

The gnome's workshop seems to have been pretty busy this year, if the puzzle they sent me is any indication. The 8x8 template which I had sent punctually to the North came back with only a few sparse markings...
Enclosed was a loose note with the following comment: along with the usual Skyscraper rules, the areas surrounded by dotted lines are 'equal regions'. I take that to mean that within each such cage the sum of the evens equals the sum of the odds, and that no digit may repeat. There's also one little inequality symbol, and that's the end of it.
PS: The gnomes were kind enough to also include a Penpa-Link.
Solution code: Row 7 and column 8 (without outside hint numbers for a total of 16 digits)

@Luigi: In den Boxen dürfen sich Ziffern nicht wiederholen. Das ist bei Dir rechts außen der Fall.
