"Broken" Kropki XV Sudoku Tic Tac Toe

This puzzle was my submission for this month's Discord puzzle theme: "broken"
"Broken" Kropki/XV Tic Tac Toe Sudoku
- Normal Sudoku Rules apply
- All Kropki and XV clues are made up from only digits within the same box. These clues are forbidden from appearing on a box boundary.
- In all but box 5, all black Kropki dots, separating digits with a ratio 1:2, are given (negative constraint applies). No white Kropki dots are used in this puzzle.
- In all but box 5, all XV clues, where the adjoined digits add to 10 or 5 respectively, are given (negative constraint applies).
So, as you can see, the game currently in play is in a deadlock, with "X" having won all four corner boxes and "O" having won boxes 2, 4, 6 and 8.
So, to comlete the Tic Tac Toe game and find a winner, you must complete the puzzle and determine the winner of the center box. Though, I fear this puzzle may be broken and there might not be a winner.

Loved the puzzle but I did not like the way it ended, as I thought the last disambiguation should give XV the edge over the dots.
