This puzzle is a combination of a Slitherlink and a Country Road puzzle, using the regions that the Slitherlink divides the grid into for the Country Road.

Short rules:
  1. Draw a Touching Slitherlink and a Country Road into the grid.
  2. Each number is either a Touching Slitherlink clue or a Country Road clue. Both at the same time is also possible.
  3. The Touching Slitherlink divides the grid into several regions. These form the basis for the Country Road. In each such region there is no or one Country Road clue.
Detailed rules:
  1. Draw two closed loops in the grid - a Touching Slitherlink that runs along the dashed edges, and a Country Road that runs from cell center to cell center. Neither of the two loops may overlap or cross themselves. Not all grid points have to be traversed by the Slitherlink and not all cells have to be visited by the Country Road.
  2. Each number is either a Touching Slitherlink clue or a Country Road clue. Both at the same time is also possible.
  3. A Touching Slitherlink clue indicates how often the loop along the edges touches the cell containing the clue.
  4. The Slitherlink divides the grid into several regions to which the Country Road clues refer. A Country Road clue indicates the number of cells visited by the Country Road in that region. The Country Road passes through each such region exactly once. Cells not visited by the Country Road may be orthogonally adjacent only if they are in the same area.
  5. Each region can contain none, one or more Touching Slitherlink clue, and each region can contain none or one Country Road clue. If a region contains no Country Road clue, an arbitrary number (greater than 0) can be traversed by the Country Road.

Solution code: For each row from top to bottom the number of squares not visited by the Country Road.

Any bonus points for doing this while driving through the Blue Ridge Mountains in West Virginia?
And I do think the hardness rating will have a binomial distribution depending on how easily the break-in was achieved.

Thank you all for the kind feedback! As for the difficulty, I found it particularly hard to estimate on this puzzle, since it largely depends on how long it takes one to find the break-in. So, I am curious to learn about the average perceived difficulty of this puzzle, if it gets enough ratings.

Great idea and very well executed! I like puzzles that make you think. I would tend to agree that the difficulty level is probably less than 4 stars for most solvers (my solving time in Penpa was similar to 2-star puzzles), however I would expect there will be a wide range of perceived difficulty here.

Wonderful puzzle with some really new cool logic! Requires more careful thought than hard work, finishing up the puzzle is pleasantly easy once the right initial deductions are made. Thank you Phistomefel!

Shouldn't "Edge" be available as a Mode in order to draw the Slitherlink?

Reply: Sorry - I forgot to mention that you can use "Composite -> Loop -> Edge x" which is preset which allows you to draw edges and X out not needed edges. I updated the link nontheless to avoid confusion. Thanks for the note! :)
