Anleitung: Draw a movable wall into every cell. You get them, when you draw two lines from the center of the cell to the edge: One vertically and one horizontally. The movable walls separate an officearea. At some places there are numbers. The numbers tell you how many quartercells you can see from this place. The place, where the number is, is also counted.

Solution code: The third row. Use the letters Q (top left), W (top right), A (bottom left) and S (bottom right) to denote the positions of the movable walls. In the example the first row would be SWA.
