Many thanks to Claudia and ibag for the translation. Complicated but interesting puzzle!

Also, for Wake-heya, the black squares cannot be adjacent, but it is ok for consecutive white squares to cross 3 or more rectangles (i.e. this rule is different from normal Heyawake).

And the answer key:
First, enter the number of corners the A-trail has in each row, from top to bottom. Then enter the number of corners the B-trail has in each column, from left to right.

Claudia and I translated the instruction (without the story):

Find two closed loops through the diagram. Both loops pass all 4 areas, called "Za-Suri", "Yu-Mas", "Lin-Yaji" and "Wake-Heya".
The loops cross only at (+)-signs. Both loops pass the crosses straightforward. The places where the parts can be changed are marked by | and - crossing the bold lines. The loops use different places to move from one part to the next. The loops pass the centers of the cells and go only horizontally or vertically.

In each of the four parts there are different rules:
"Za-Suri" is the north-western part. Draw an extra closed loop only in Za-Suri. The numbers in some fields give the amount of edges used by this loop. Both loops together have to use all fields inside this loop, except the number fields.
In the north-eastern "Yu-Mas" the black and white circles fulfil the Masyu-conditions. Both loops together visit all circles, but you do not have to use all fields.
The south-eastern region is called "Lin-Yaji". The numbers show the amount of blackened fields in the indicated direction. Blackened fields are not neighboured orthogonally. There are two additional blackened fields which are not indicated by an arrow. The two loops use all fields except blackened fields and fields with numbers.
"Wake-Heya" in the south west contains 12 counties, which are rectangles (squares are also rectangels!) with a number in their northwest corner. This number shows, how many of the cells in this county have to be blackened. The counties contain beween 2 and 10 cells. All Heyawake-rules are valid except of one. The two loops together use all fields, including the number fields which are not blackened.
The first loop uses field A, and crosses it straightforward. The second loop uses field B and has a turn in it.

@hopppe: Sorry! You could make an explanation in English? The puzzle I think is very good, but the explanation is somewhat confusing to me. Thanks! (And sorry for the inconvenience ):-)))
