Normal sudoku rules apply.
The value of cells connected by an X must sum to 10.
The value of cells connected by an V must sum to 5.
The value of cells connected by an -X must sum to -10.
The value of cells connected by an -V must sum to -5.
All X's, V's, -X's, and -V's are given.
The value of cells connected by an 0 must sum to 0.
(NOT all 0's are given)
Cells on an arrow sum to the digit in the arrows circle In addition the value of the tip on any arrow is inverted (i.e. 1 is -1, 2 is -2 etc) and any cell a chess king's move away from an arrowtip have it's value subtracted by the digits of all arrowtips it touch.

Example
Both arrow tips is 1 so each have an value of -1.
the 6 is a king's move away from one arrowtip with value -1 so the 6 will have an value of 5.
so that arrow become (4)=5-1
the 5 is a king's move away from 2 arrowtips with value -1 so the 5 will have an value of 3
so that arrow become (2)=3-1

Well as a setter I do have access to the cheatcode. I recommend putting the real digit as central pencilmark and the value as a corner pencilmark with color indicating positive or negative value

I had to leave and come back a few times, but I finally did it. Scanning felt impossible (especially for the negative constraint). I can't imagine setting a puzzle like this.
