Firing Across Borders

Rules:
Normal sudoku rules apply.
Divide the grid into seven regions of orthogonally connected cells. Fill the grid with the digits 1-7 so that no digits repeat in any row, column or region.
Digits along an arrow sum to the digit in the attached circle. An arrow's circle and its tip are always in different regions. Each region must contain exactly one circle and one arrow tip.
Lösungscode: The seven digits in the region that includes the central cell (r4c4), read from top left to bottom right

I found this one to be in the easy end of two star puzzles, but not so easy I would consider a one star rating for the difficulty.

Nice one! I found it a bit trickier than I expected. Three stars for me.
I don't understand the meaning of the blue blocky background, though. Am I missing a reference?

One detail: The rules seem to use „box“ and „region“ interchangeably.
