Digits are not repeated in rows, columns, or hidden regions.
Chaos Construction: The board is divided into nine hidden, orthogonally connected regions containing the digits 1-9.
A digit on an arrow indicates how many contiguous cells in the direction of the arrow belong to its region (not counting the cell itself). If a cell has multiple arrows, count each direction independently. Every region contains at least one arrow.
A digit on an arrow also counts how many digits of the opposite parity are in the direction of the arrow (ie if the digit is even, it counts odd digits, and vice versa). If a cell has multiple arrows, count each direction independently.
A digit on a circle indicates how many regions are in its row.
Dutch Whispers: Digits along an orange line must have a difference of at least 4. Orange lines connect cells from different regions.

Yes, the next two cells in that direction would be apart of the same region as the cell with the arrow if the digit with said arrow is a "2".

If a cell with an arrow has a two in it, is that saying the two cells in the arrow direction are part of the same region?
