A digit in a cell with an aqua arrow is less than every digit in the indicated direction of the arrow.
A digit in a cell with a red arrow is greater than every digit in the indicated direction of the arrow.

I'm quite glad with how smooth this came out, and the final deduction is one of my personal favorites. This might be my favorite puzzle I've set thus far, so I hope this brings you some joy. Any fans of rotational symmetry out there? Good luck, and have a good day! :)
