DUTCH NEIGHBORS - Cells sharing an edge are "Dutch neighbors" when they differ by 4 or more. Every cell has exactly 2 Dutch neighbors.
FLAG - The flag shows the difference between the sums of the indicated diagonals.

When solved with Moderation, this puzzle is easier than it looks. And it even contains an Easter egg. Thanks for sharing.

I think the discovery is very nice, and the rule set is very nice, but the solve was nice. After understanding the restriction the puzzle solves too quickly.
