Normal sudoku rules apply.
A digit in a circle indicates how many unique digits there are to be found in the up to 9 cells that form a 3x3 area around that circled digit.
Digits separated by a white dot are consecutive.

Took me a moment to get on the right wave length for this constraint, but it flowed very nicely after that.
