The Reorg

Rules:
- Normal Sudoku rules apply
- Toroidal Grid:
- Row 1 and Column 1 are considered adjacent to Row 9 and Column 9, respectively.
- Reorganizer Cells:
- Every row, column, and box contains exactly one Reorganizer Cell, each with a distinct digit.
- No two Reorganizer Cells can be diagonally adjacent to each other (including via the toroidal connections).
- The value of a Reorganizer Cell is the same as its digit, however, all cells orthogonally adjacent to a Reorganizer Cell (including via the toroidal connections) have their values exchanged with the cell directly on the other side of the Reorganizer Cell.
- For example, if there is a Reorganizer Cell in R1C4, then the value of R1C3 would be the digit in R1C5, and vice versa, and the value of R2C4 would be the digit in R9C4 and vice versa.
- Killer Cages:
- Values in a cage sum to the indicated total.
- Values may repeat in a cage.
- Counting Circles:
- Values in a circle indicate the number of circles containing that value.
