Normal sudoku rules apply.
Dynamic fog: The grid is partially covered in fog. Entering correct digits may clear fog somewhere in the grid. No guessing is required.
Equal-sum line: Box/region borders divide a blue line into segments which have the same sum.
X/V: Digits in cells joined by an X sum to 10. Not all Xs are given. Digits in cells joined by a V sum to 5. All Vs are given.
Minimum: Digit in the cell with a little arrow pointing inwards is lower than orthogonally adjacent digits.
------------------------------------The Story------------------------------------
Electrical installation in your house has broken down. The installation is divided into 10 sub-installations, each of which has the same voltage. Each sub-installation consists of individual cells.
There are 2 blown fuses in the installation. Fuses (X) are mounted between some two cells having a total of 10 volts. Working fuse also has 10 volts itself.
You can find the (V)oltage symbol between all two cells having a total of 5 volts.
There is one cell in the installation with cable repaired with a tiny black insulating tape. It does the trick and current flows, however voltage in that cell is lower than in the adjacent cells.
To fix the installation, you need to determine its general electrical voltage, but also a voltage of its every single cell. Only then you will be able to reach to your hidden tool box, get 2 brand new fuses, and use them to replace the blown fuses.

I also missed a rule, ending up with a deadly pattern. It was bolded and in green too, how did I miss that!

Fun puzzle. Ended up with a deadly pattern at the end .. reread the instructrions again and was able to solve it.
