Rules
- Normal Sudoku rules apply.
- Digits along an arrow sum to the value in the attached circle.
- Digits separated by a white Kropki dots are consecutive.
- Digits that appear on a quad circle must appear in the surrounding four cells exactly once each.

as a general rule, anything involving SET (as one of the comments implies) guarantees level 3 AT LEAST. (with one possible exception)
a second clue is that there is literally NOTHING to "bite on" here, for non-experts.

Nice break-in, the rest of the puzzle is very smooth as well.
