Normal sudoku rules apply.
Box borders divide the blue region sum line into segments of equal value. The value of a segment is the sum of its cells. Different lines may have different segment values.
Black dots connect cells in a 2:1 ratio.
White dots connect consecutive digits on the blue line.
Negative constraints: All white dots on the blue line are given. All black dots in the entire grid are given.
Note: A 1-2 pair on the blue line may have a white or black dot. A 1-2 pair elsewhere in the grid will have a black dot.

Nice puzzle but the rules are misleading:
It should be "blue lines have the same sum in every box", because the central box has 2 segments but they are counted as a single sum of 5 cells.
I thought I had messed up at first because box 5 was impossible with the stated rules.
--thank you for the suggestion "blue lines in the same box" That is a good way to clarify the the five cells in box five are one segment and the same sum as the five cells in box 9
