Sometimes in life you just have to make assumptions.
Normal Sudoku rules apply. The fog will lift when correct digits have been deduced. Digits on an arrow sum the digit in the arrows circle. Adjacent digits on a green line differ by 5 or more. Digits separated by a white dot are consecutive. Digits may not repeat in a cage and sum to the given number. For clarity all cage totals have been given.
When multiple digits have been deduced together, I would prioritise entering those into cleared cells before foggy cells.

if your puzzle relies on non-standard assumptions, as it does here, then ALL "solutions" are equally valid.
so just fill in random numbers and be done with it.
