Normal sudoku rules apply.
Box borders divide blue lines into segments with the same sum..
Digits in a cage cannot repeat and must sum to the clue in the top left of that cage (if given).
Additionally the grid is partially covered in fog. Placing a correct digit will clear fog in surrounding cells.

Glad to see the approval rating is inching up - a very nice puzzle, and now the corrections have been made I don’t see why the approval won’t continue to improve. Loved it!

I rated this 2/5 difficulty.
Excellent puzzle! It was fairly approachable and enjoyable to solve. I really liked the use of fog, and it interfaced greatly with the RSL & killer clues.
The pacing and difficulty of the puzzle were very consistent, and the puzzle had a very nice 'flow'.
The user ratings are currently 77%, which is very unfortunate/disappointing. 77% for this puzzle is VERY underrated IMO. It seems like dFoW and classic FoW puzzles seem to get lower ratings automatically for some reason, but in this case it seems like the ratings are based on a prior version of the puzzle that had some problem with the starting 29 cage (and maybe the issue mentioned about the prior rule phrasing). I didn't solve this apparent earlier version, and I found no legitimate issues in my solve.
As it currently stands, this puzzle is excellent, and it is very unfortunate that some solvers may disregard this puzzle entirely due to the rating.
My favorite aspect of this puzzle was probably the utilization of the killer cage border formatting when the borders are obscured by fog. This is a fairly common trick constructors use nowadays, but this puzzle had a few examples of this that I found very nice and led to some very nice logic.

An assumption needs to be made with the 29 cage to start this puzzle. I think you need to show that it's a 4 cell cage.
Good puzzle though. 2 star, not 3.
